Addressing the climate vulnerability of Africa’s infrastructure

Target audience: In addition to National Governments, the primary target audience is African organisations – both those with a continental mandate (such as the African Development Bank and the Africa Union Commission) and those with a regional or sectoral perspective (Regional Economic Communities, Power pools, River basins). The project also aims to have a broader influence on African infrastructure through international organisations involved in the project (the World Bank, donors), organisations that invest in African infrastructure (such as the European Investment Bank) and organisations that invest in infrastructure elsewhere (such as other multilateral development banks).

Funding: Funding for the proposed work has already been mobilized through the generous support of the UK Department for International Development (DFID), the Nordic Development Fund, the Government of Germany, the Government of France, and the Trust Fund for Environmentally and Socially Sustainable Development (TFESSD).

Implementation arrangements. The World Bank will coordinate this work, in partnership with the African Climate Policy Centre/ ACPC, (which brings together the Africa Union Commission, the UN Economic Commission for Africa (UNECA), and the Africa Development Bank). Representatives from the primary target audience group will be invited to actively participate in the technical and policy aspects of the work (see below).

Proposed collaboration with River Basin Agencies and other regional organizations. The study team seeks the active engagement of RBAs and other relevant regional bodies, and believes that the study can help develop state-of-the art methodologies and tools useful for a) basin-wide analysis of climate effects on the achievement of infrastructure objectives in the sectors being investigated; b) design of individual investments (under track 2 of the analysis), in ways that can ensure effective performance under a wide range of possible climate outcomes, thereby reassuring prospective financiers and accelerating the mobilization of investment resources.
